Public input is a question, forecast, or claim. KELLY only absorbs reality through approved data APIs, governed feeds, historical corpus checks, settlement, calibration, and replay.
Server-to-server intake with a data token. Browser users cannot submit ground truth.
Every observation receives provenance, tags, quarantine status, and proof binding before use.
KELLY learns after outcomes close, calibration is scored, and replay reconstructs the chain.
Approved intake endpoint class
`/api/mesh/accept`, `/api/mesh/webhook`, and `/api/mesh/ingest/:sourceId` require approved data API authority. The browser does not expose those writes.
